This package contains the pdf instructions, the stud.io file to import into Bricklink. The instruction does not include the mini-figures. 

On the ground floor, you find the main dining room, with the kitchen and terrasse. On the second floor, there is a second dining room containing an estrade for musicians. On the last floor, there is a typical Parisian apartment. The entire build completes the other lego modular and can be a great addition in your lego city.
